Guest/Transfer Referees

Welcome to Eastern Pennsylvania!

We are happy to have you officiate in our state.

BOTH TRANSFERRING AND GUEST REFEREES MUST DO THE FOLLOWING:

1. Complete Pennsylvania background checks ( RISK MANAGEMENT REQUIREMENTS). All Referees who work games in Pennsylvania must do this– SEE BELOW!
2. Add Eastern Pennsylvania as a “Relationship” in the Learning Center (learning.usssoccer.com/referee).

• Log into your account with US Soccer, learning.ussoccer.com/referee
• In the Relationship box, add:  Eastern Pennsylvania State Referee Committee as a “Relationship”.
• Obtain a brief statement from your present State Referee Administrator (SRA) indicating your “good standing” as a referee.

3. Create an account in the Officials Management Systems (OMS) and epsarc.omgtsys.com registration program.

4. Once the above are ALL COMPLETED, contact EPSARC Administration Support to activate your account and add your referee history

5. After your account with OMS and EPSARC is activated and your referee history has been added, you will be permitted to actively referee or recertify as a referee in EPA.

6. IT IS IMPORTANT TO NOTE THAT YOU MAY NOT REGISTER FOR ANY CLINICS OR COURSES UNTIL YOUR ACCOUNT AND HISTORY HAVE BEEN APPOVED AND UPDATED.

TRANSFERRING REFEREES *

Current U.S. Soccer Referees who are relocating to Eastern Pennsylvania must create an EPSARC account to request a transfer.

VISITING/GUEST REFEREES *

Current U.S. Soccer Referees who are temporarily working in Eastern Pennsylvania must create an EPSARC account to request eligibility to receive game assignments.

RISK MANAGEMENT REQUIREMENTS:

Background Clearances – EVERYONE 14 years of age and older must complete Risk Management protocols correctly!

1. Pennsylvania Background Clearances NOTE: clearances may take up to 30 days to complete (although many are coming back within a few days) – allow sufficient time.
2. There are THREE BACKGROUND CLEARANCES THAT MUST BE COMPLETED by everyone, dependent upon age:

• ALL ADULTS (18 years and older) must complete the FBI FINGERPRINT CLEARANCE USING CODE 1KG6XN– YOU ARE NOT A VOLUNTEER!
• ALL MINORS (Those persons under 18 years of age) must complete the Affidavit of Compliance with parental/guardian signature.
• ALL PERSONS must complete the Pennsylvania Criminal History Record Clearance.
• ALL PERSONS must complete the Pennsylvania Child Abuse Clearance.

3. Once you have received all three (3) relative risk management forms, you will:

• Upload clearance documents into your OMS EPSARC account for review:
• Be sure the documents are saved on your computer as a pdf or jpeg file format
• Log into your account at epsarc.omgtsys.com
• Click on Administration > Provide SafeSport/Background documentation
• Upload each document individually.

Once all three certificates are uploaded into your EPSARC account :

• They will be reviewed and your account will be updated.
• All referee candidates MUST be 14 years old prior to the field session.  NO EXCEPTIONS.
• Those under 14 years will not be able to apply for the clearances and cannot register with EPA.
