Entry Level

Becoming a Soccer Referee

Before you become a Referee you should first decide:

  • What level of games do you want to be doing for the next year or so?

  • How much time do you want to commit to the training?

  • What level of competition would you eventually like to officiate?

  • If you want to become a Referee in Eastern PA, candidates must be at least 14 years old by the end of the last class - there are no exceptions.

  • NOTE:  As a referee you are considered an Independent Contractor with your respective Assignor and are not employed with any of the State Organizations (EPSA, EPYSA, EPSARC). Hence, employment verification will not be made by any of the above named organizations.

Grade 8 (classification only, not related to school grade)

  • Referee Grade 8 is the "traditional" starting point for most referees.

  • Most referees in Eastern PA are Grade 8 referees, as this provides the most opportunity.

  • This allows you to referee both adult and youth games all ages, either as a Center Referee or an Assistant Referee.

  • You must complete an 18 hour Entry Level Class

    • Online Class covering 6 Laws of the Game; 4 Classroom sessions; 1 Test session

  • A student must complete the online sessions prior to the first classroom session, AND attend all 4 classroom sessions, to be allowed to take the exam.

  • THERE ARE NO MAKE UP SESSIONS, nor will the student be allowed to attend another class to make up the missed class.

Grade 9 (classification only, not related to school grade)

  • Completion of this Course allows you to referee Intramural/Recreational games, and be an Assistant Referee for Travel games, both for Under-14 and younger.

  • You must complete a one day, 8 hour course, which includes the exam.

  • The course information is written towards youth and is intended to introduce new referees to the game with a minimum amount of commitment to training and with a minimum amount of cost; but at the same time affording the new referee the full support of the USSF.
